[WT논평] Caliph Ibrahim’s brutal moment

After an absence of 90 years, the ancient institution of the caliphate roared back into existence on the first day of Ramadan in the year 1435 of the Hegira, equivalent to June 29, 2014. This astonishing revival symbolically culminates the Islamist surge that began 40 years ago. A Western analogy might be declaring the restoration of the Hapsburg Empire, which traced its legitimacy to ancient Rome. Whence comes this audacious move? Can the caliphate last? What will its impact be?

For starters, a quick review of the caliphate (from the Arabic “khilafa,” meaning “succession”): According to canonical Muslim history, it originated in the year 632, on the death of the Islamic Prophet Muhammad, then spontaneously developed, filling the nascent Muslim community’s need for a temporal leader. The caliph became Muhammad’s nonprophetic heir. After the first four caliphs, the office became dynastic.

The group known as the Islamic State in Iraq and Syria (ISIS) issued a declaration in five languages (English version: “This Is the Promise of Allah”) proclaiming the founding of a new caliphate under “Caliph” Ibrahim. Caliph Ibrahim (aka Ibrahim Awwad Ibrahim), about 40, hailing from Samarra, Iraq, fought in Afghanistan and then Iraq. He now claims to be leader of “Muslims everywhere” and demands their oath of allegiance. All other Muslim governments have lost legitimacy, he claims. Further, Muslims must throw out “democracy, secularism, nationalism, as well as all the other garbage and ideas from the West.”

Grandiloquent words, to be sure, but also ones with zero chance of success. The caliphate already faces difficulty governing the Great Britain-sized territories it conquered, troubles that will increase as its subject populations experience the full misery of Islamist rule.

It will leave a legacy, though. No matter how calamitous the fate of Caliph Ibrahim and his grim crew, they have successfully resurrected a central institution of Islam, making the caliphate again a vibrant reality. Islamists around the world will treasure its moment of brutal glory and be inspired by it.

For non-Muslims, this development has complex and double-edged implications. On the negative side, violent Islamists will be more encouraged to achieve their hideous goals, leaving a wake of carnage. On the positive side, the caliphate’s barbaric zealotry will have the salutary effect of awakening many of those who still sleep to the horrors of the Islamist agenda.

칼리프 국가의 부활이 의미하는 것

고대 제도인 칼리프 국가가 90년의 부재 뒤에 2014년 6월29일에 해당하는 이슬람 기원 즉 헤지라 1435년의 라마단 첫째 날에 요란하게 되살아났다. 이 놀랄 만한 부활은 40년 전에 시작된 이슬람주의의 급상승이 절정에 도달한 것을 상징한다. 이와 비슷한 사례를 서방세계에서 찾는다면, 정통성을 고대 로마에서 찾았던 합스부르크 제국의 복원 선언쯤 될 것이다. 어디서 이런 대담한 운동이 유래한 것일까. 이 칼리프 왕국은 지속될 것인가. 이 운동은 어떤 영향을 줄 것인가.

우선 칼리프 국가를 간단히 되돌아볼 필요가 있다. “힐라파”란 아랍어 단어는 “계승”을 의미한다. 무슬림 역사의 정본에 따르면, 이런 계승은 기원후 632년 이슬람 예언자 무하마드의 죽음에서 유래되었으며 이는 신생 무슬림 사회에서 임시 지도자의 필요성을 충족시켰다. 칼리프는 무하마드의 예언을 하지 않는 상속자가 되었다. 4명의 칼리프가 재임한 후 이 직함은 세습제가 되었다.

이라크 시리아 이슬람 국가(ISIS)란 이름으로 알려진 집단이 5개 국어로 된 포고문을 발표하여 “칼리프” 이브라힘 휘하의 새로운 칼리프 국가의 창설을 선언했다. 영어본에는 “이것은 알라의 약속이다”란 말이 나온다. 이브라힘 아와드 이브라힘으로도 불리는 칼리프 이브라힘은 대략 40세로 이라크의 사마라 출신이며 아프가니스탄에서 참전했고 다음에는 이라크에서 싸웠다. 그는 지금 “모든 땅의 무슬림들”의 지도자라고 주장하면서 그들의 충성 서약을 요구한다. 다른 모든 무슬림 정부들은 정통을 상실했다고 그는 주장한다. 뿐만 아니라 무슬림들은 “서방에서 나온 다른 모든 쓰레기와 이념들은 물론 민주주의, 세속주의, 민족주의”를 팽개쳐야 한다.

이런 주장은 호언장담이 분명하지만 또한 성공할 가망이 전혀 없는 과장발언이기도 하다. 그의 칼리프 국가는 영국 크기의 정복한 땅을 통치하는 어려움에 이미 직면해 있다. 신민들이 이슬람 통치의 비참한 생활을 만끽하는 경험을 함에 따라 이런 난제들은 늘어날 것이다.

그러나 이 나라는 유산을 남길 것이다. 칼리프 이브라힘과 그의 단호한 추종자들의 운명이 제아무리 재앙적일지라도 그들은 이슬람의 중심 제도를 성공적으로 부활시켰고 칼리프 국가를 다시 생동하는 현실로 만들었다. 전 세계의 이슬람주의자들은 이 국가의 잔혹한 영광의 순간을 소중하게 생각할 것이며 그로부터 고무 받을 것이다.

비 무슬림들에게는 이번 사태 발전이 복잡한 양날의 의미를 지닌다. 부정적 측면에서는, 폭력적인 이슬람주의자들이 끔직한 목적들을 달성하도록 더욱 고무받을 것이고 그 여파로 대량학살이 벌어질 것이다. 긍정적인 측면에서는, 이슬람주의의 목적이 초래할 가공할 결과에 여전히 눈을 감고 있는 사람들의 다수가 이번 칼리프 국가의 야만적인 광신 행위로 인해 각성을 하는 유익한 효과를 발휘할 것이다.
