[WT논평] The long-run solution to an economic mess

By Richard W. Rahn (chairman of the Institute for Global Economic Growth) Yes, the world is a mess ― but there is a long-run solution. The solution is a world of modest-size governmental units ― like Virginia and Switzerland, with no larger entity to bail them out if they make bad decisions.

Most countries, including those with the biggest economies, are plagued with slow growth and rising, unsustainable debt burdens. The slow growth is in large part a result of excessively large government sectors ― with taxes, regulations and spending far beyond the optimal.

And the rise in debt increases the pressure for more taxes, which slows growth even further and thus fuels the demand for even more government spending to take care of the growing numbers of those “left behind” (because of the lack of growth). This is an economic death spiral.

For most countries, getting out of the death spiral is not going to be pretty. Some will be responsible and sharply cut spending. Others will inflate away their debt or just default. The question is “Then what?”

Citizens in many countries, including the United States, feel they have lost control of their own governments ― because they have. They no longer think they are masters of their destinies. Large centralized government, by its nature, becomes uncaring at best, and brutal and oppressive at worst. The movement for secession in Scotland was a cry to regain control.

What would the world look like if the peoples of the world could re-establish themselves in the political units where they would feel most comfortable in terms of language, ethnicity, shared history, ideals, religion, etc.? There are many success stories that can be used as models.

There are the largely homogeneous Scandinavian countries, which are prosperous, peaceful, have the rule of law and a very high protection of civil liberties. There are the super city-states of Hong Kong and Singapore, which are rich with very high degrees of economic freedom, the rule of law and most civil liberties. And there is Switzerland with its decentralized direct democracy that has allowed each of its political subunits to choose its own tax rates, size of government and language ― which has worked extremely well to provide a very high level of protection for civil liberties, the rule of law and widely shared prosperity.

Most basic functions of government ― courts, schools, police and fire protection ― are often best provided by relatively small governmental units.

그렇다. 세계의 상황은 엉망진창이지만 장기적인 해결책은 존재한다. 버지니아와 스위스처럼 정부들이 알맞은 규모의 단위를 유지하고, 잘못된 결정을 할 경우에 그들을 구제하는 더 큰 주체가 존재하지 않는 세계가 그 해법이다.

가장 큰 경제 강국들을 포함하는 대다수 나라들은 오늘날 느린 경제성장과 상승하여 지탱하기 어려운 국가부채의 부담에 시달리고 있다. 느린 경제 성장은 주로 정부 부문, 즉 세금·규제·지출 등이 적정 수준을 크게 초과하여 지나치게 커진 결과다.

또한 국가 부채가 늘어나면 세금 인상 압박을 증가시킨다. 세금 인상은 경제성장을 더욱 둔화시키고 그로 인해 정부 지출의 증액 요구에 기름을 붓는다. 정부 지출 증액의 목적은 (경제성장의 결여 때문에) 수가 늘어나는 ‘뒤처지는’ 사람들을 돌보는 데 있다. 이것은 경제적인 나선형 사망곡선이다.

대부분의 나라들이 이런 사망곡선에서 벗어나는 것은 쉽지 않을 것이다. 일부 국가들은 책임을 지켜 정부 지출을 대폭 삭감할 것이다. 다른 나라들은 인플레로 자국의 부채를 줄이거나 그냥 국가파산을 선언할 것이다. 문제는 “그 다음에 어떻게 되는가”이다.

미국을 비롯한 많은 나라 시민들은 자기네 정부에 대한 통제력을 잃었다고 느낀다. 사실이 그렇기 때문이다. 그런 나라의 시민들은 이제 자신이 자기 운명의 주인이라고 생각하지 않는다. 중앙집권화된 대형 정부는 속성상 기껏해야 무관심해지고 최악의 경우에는 잔인하고 압제적이 된다. 스코틀랜드의 분리독립 운동은 이런 시민들이 통제력을 되찾겠다는 외침이다.

만약 세계의 민족들이 언어, 종족, 역사 공유, 이념, 종교 등의 면에서 가장 편하다고 느끼게 될 정치 단위를 재구성할 수 있게 된다면 이 세상은 어떤 모습이 될까. 모범으로 이용할 수 있는 성공 사례가 많다.

대부분 동질적인 스칸디나비아 국가들이 있다. 그런 나라들은 번영을 누리고 평화로우며 법치를 실행하고 시민의 각종 자유를 높은 수준으로 보호한다. 홍콩과 싱가포르 같은 거대 도시국가들도 있다. 이런 도시국가들은 높은 수준의 경제적 자유와 법의 통치 및 대부분의 시민의 자유를 누리는 부국이다. 그리고 지방분권화된 직접민주주의 체제를 갖춘 스위스가 있다. 이 체제는 국가의 정치적 하위 단위들이 세율과 정부 규모, 언어를 선택하는 것을 허용한다. 이 체제는 기능을 극도로 잘 발휘하여 아주 높은 수준의 각종 시민 권리와 법의 통치, 폭넓은 부의 배분을 제공한다.

법원, 학교, 경찰, 소방 같은 정부의 가장 기본적인 기능은 비교적 소규모 국가 단위들에 의해 가장 잘 제공되는 경우가 흔하다.
