Given the sheer number of aggressive regulatory assaults on the free economy coming out of Washington lately, it is understandable if one is missed, such as the power grab being undertaken by the Federal Communications Commission.

The FCC’s relentless effort to regulate the Internet may prove to be one of the Obama administration’s most damaging efforts yet to push the free economy aside and place this stunningly successful market under political control.

Responding to a decadelong campaign by left-wing “media reform” advocates and Silicon Valley rent-seekers, the FCC is dangerously close to pinning down Internet-service providers with wildly inappropriate monopoly regulations. This is being done in the name of giving us what we already have ― a free and open Internet.

Over the past decade, the tech left has peddled this “crisis” unless the government replaces market controls over the Internet with political control. Despite the scare tactic of the left, the market and a light regulatory touch by the FCC has given the country amazing Internet service and speeds. Today, 87 percent of the United States uses the Internet, compared with just 14 percent in 1995. Nearly 96 percent of Americans have the choice of at least one wired, infrastructure-based broadband provider.

This growth was made possible with more than $1.2 trillion of private investment in advanced wired and wireless broadband networks. Even in a down economy, more than $60 billion a year is poured into cable, fiber, satellite, phone, and fixed and mobile wireless broadband networks. These investments have resulted in more choices of exceedingly faster speeds and more cost-effective services than they had 10 years ago. With each passing year, Internet service and speed gets better.

History shows us that a government regulatory agency could not have possibly accomplished that task. Look at the services provided by government-granted and government-regulated monopolies. Regulated phone service can’t even come close to competing with unregulated phone services. Electric grids, roads, water and sewer systems are far behind in innovation.

What the left does not understand about market economics is that regulation comes in many forms. Government regulation is only one form of regulation. Businesses are more efficiently “regulated” by competitors and by consumers who are free to choose those competitors.

규제를 늘리라는 좌익의 요구는 단지 발전을 둔화시킬 뿐이다. 최근 워싱턴에서 나온 자유경제에 대한 매우 적극적인 규제 공세의 엄청난 수를 감안할 때, 하나를 놓친다 해도 이해할 만하다. 연방통신위원회가 추진 중인 권력 장악이 놓치기 쉬운 그런 사례다.

인터넷을 규제하려는 통신위의 가차 없는 노력은 자유경제에 대한 고려를 거부하고 놀랍도록 성공적인 현재의 시장을 정치적 통제 아래 두려는 오바마 행정부의 가장 해로운 시도 가운데 하나로 판명될 가능성이 있다.

좌익 ‘미디어 개혁’ 지지자들과 실리콘밸리의 지대추구자들의 10년에 걸친 운동에 응한 통신위는 터무니없이 부적절한 여러 가지 독점 규제로 인터넷 서비스 공급자들을 속박하는 데 위험스럽게 접근하고 있다. 이런 조치는 우리가 이미 가지고 있는 것, 즉 자유롭고 개방된 인터넷을 우리에게 제공한다는 명분 아래 추진되고 있다.

지난 10년 동안 기술계의 좌익은 정부가 인터넷에 대한 시장 통제를 정치 통제로 바꾸지 않는 경우에 이런 ‘위기’를 조장해 왔다. 좌익의 위협 전술에도 불구하고 시장과 통신위의 가벼운 규제 조치가 이 나라에 놀라운 인터넷 서비스와 속도를 제공했다. 오늘날 미국인의 87%가 인터넷을 사용하는데, 이는 1995년의 단지 14%와 대비된다. 근 96%의 미국인이 유선 인프라 기반의 브로드밴드 공급자를 최소한 하나 선택할 수 있다.

이런 성장은 선진 고급 유무선 브로드밴드에 대한 1조2000억달러 이상의 민간 투자에 의해 가능해졌다. 침체된 경제에서조차도 매년 600억달러 이상이 케이블, 파이버(채널), 위성, 전화, 고정· 이동식 무선 브로드밴드 네트워크에 투입되고 있다. 극도로 속도가 빠르고 더욱 비용 효율적인 서비스가 10년 전보다 더 많이 공급되는 것은 이런 투자의 결과다. 한 해가 지날 때마다 인터넷 서비스와 스피드는 더욱 개선되고 있다.

정부의 규제 기관은 그런 과업을 성공적으로 수행할 수 없다는 것을 역사가 보여준다. 정부의 보조금과 규제를 받는 각종 독점기관들이 제공하는 서비스를 보라. 규제를 받는 전화 서비스는 규제 없는 전화 서비스와 경쟁할 엄두조차 내지 못한다. 전기 공급망, 도로, 상수도 및 하수도 체제는 기술혁신에서 크게 뒤처져 있다. 좌익이 시장경제에 관해서 이해하지 못하는 것은 규제가 많은 형태로 가해진다는 사실이다. 정부 규제는 규제의 한 가지 형태일 뿐이다. 기업체들은 경쟁자들 및 그런 경쟁자들을 마음대로 선택하는 소비자들에 의해 효율적으로 ‘규제’되고 있다.
